The Philadelphia Proposal

OVERVIEW
The Philadelphia Project will discover if we are being mind and nervous system controlled to the point we don’t have free will. We have been harmed by health care to the point our bodies don’t have their spirit, as described in the Holy Bible as vessels. Science and beast government role names call this a disease and Artificial Intelligence. My investigation (https://isasinvestigations.com/) proves the Holy Bible is the truth in our lives today and we are a lawless society that harms our people (Men, Women and Children) to the point we are Anarchy (Animal Arc Hell Yellow).
GOALS
- Prove Michael Rütt’s, CISSP, CISA Investigation (https://isasinvestigations.com/)
- Prove people don’t have free will
- Prove Anarchy
- Prove equity in a fair wage (the right to buy and sell)
- Reverse Anarchy and establish a lawful government
SPECIFICATIONS
Society will work with universities at all levels of government to reestablish Philadelphia. .Society can use Michael Rütt’s investigation and to work with Universities to prove Philadelphia needs to restore free will.
MILESTONES

Establish Constitutional Law Initiative
- A Lawyer parallel process to audit role names and determine if each role name is lawful
- Harmful Infrastructure environmental (Hitler / Kasar) tax to be established and use the risk program from the Life Safety First Initiative to apply tax on unlawful technology, industry and people.
Establish Citizen Initiative
- County of Origin ID to be established to determine if a person has free will and is alive and not remote controlled illegally
- Establish immigrant variable tax to trade a citizen’s good work and allow people to move from country to country based on need and risk developed from the Life Safety First Initiative
Establish Life Safety First Initiative
- Develop a Truth Project. If a person tells the truth they are a citizen and given a human risk to be protected and their good work gets a fair wage.
- A citizen will get an ankle bracelet, restraining orders and prenuptial to protect them in every relationship. This will also stop beast communism spreading through marriage. It will also remove mind and nervous system control through acts like the Patriot Act , Power Act, Brain Initiative, Keep America Safe.
- Develop Human Risk Project (ex 3-2-1-None as levels of human risk) Given a human risk based on technological control and unlawful psychology. Everything would be given a risk that affects a person’s mind and nervous system (anything producing a frequency to the body).
Conclusion
We would reestablish constitutional law through three initiatives, running in a parallel process. To move from anarchy to constitutional law without letting the economy fail.

Unlawful killing of people over time has led to anarchy or animal arc yellow. Law being established and enforced will protect Philadelphia’s citizens. A citizen will become protected by law and establish free will to the point society becomes truthful. Role names would become truth and Philadelphia restored.
All people and environmental controls will be audited and each person will be declared citizen, widow or widower. This will allow women to choose their husbands with free will and protect them from being mind and nervous system controlled.
All industries will benefit from the Philadelphia Proposal and society will tax unlawful infrastructure, services and people at a non grievous rate to cover the cost of being more productive
